Discrepancy between hover/mousedown and click behavior in EducationPopupTool

Description

When the link or cite tool has a pulsating blue dot, you can mouse over this dot and that will trigger the tool's hover effect (background color changes from white to gray). You can also mousedown on the dot and that will trigger the tool's active effect (background color changes from light gray to dark gray). However, releasing the mouse (i.e. clicking on the dot) doesn't do anything. You have to click inside of the tool rectangle but outside of the dot to trigger the tool's action.
