I have noticed a shift of traffic from our main internet connection (200 Paul) to our secondary (Monkey Brains). I do not know if this was intentional or not, but I could use some assistance evaluating.

Our BGP sessions with the office are indeed down, but this is an OIT matter, you should ask them about it. If the problem is fully or partially on our own end, I'd be happy to assist but until they troubleshoot this, there isn't much I can do.
Could you or someone on your team provide some guidance on how to troubleshoot this? I understand that this is out-of-scope for TechOps, but Byron had Joel's responsibilities thrust on him rather suddenly, and I think he needs some support. It's a special circumstance.

What I have found out so far:
Routes are being advertised from Monkey Brains:

However, for neighbors 198.73.209.249 and 198.73.209.250 I receive no routes. Any recommendation on where i go from here?

Found problem to be ports for uplinks to ulsfo were in err-disable. These have been recovered (thanks cajoel), and the links are backup.
Did Ops do maintenance around 3 days, and 5 hours ago?
