U5 was created, and I got an email because it has the Phabricator project, which I watch... But I can't use Phurl.
Other weird thing is "Restricted URL" is listed in the To: line at the bottom

I believe this was resolved by changes connected to https://secure.phabricator.com/T6367.
Long ago, if you were on the recipient list for an object you could still sometimes receive mail about it even if you could not see the object. We are now more careful about re-evaluating policies during mail construction.
If this is still happening, it's ripe for resolution if someone can point at an example.

I'd be tempted to just mark this resolved if that upstream task were resolved after this were filed... I don't remember what our deployment schedule was like around that time though.
I seem to be able to use Phurl here now so it's not so simple to reproduce this.
