With https://gerrit.wikimedia.org/r/#/c/274443/, wikimedia/assert is now a explicitly defined as part of the WIkidata build, in addition to already being define as a core dependency.
technically, it's the right thing to do to declare this dependency.
we need a solution for resolve or keeping the dependencies in sync.

The build is now dead.
The version of assert that is used will be the version in mediawiki-vendor as wikibase will not load its own.
T179663 Might still be vaugly relevant as it appears wikibase could currently require a different version but be force to use the one from mediawiki-vendor and right now CI may not complain...
