Description

SELECT * FROM pagecounts_all_sites WHERE year = 2016 AND month = 02 AND day = 03 AND hour = 10 LIMIT 10;

produces entries like:

Bureau_International_de_l%E2%80%99Edition_Mecanique/de/Bureau_International_de_l%27Edition_Mecanique

Is this some encoding bug, or?

The table you are using in the example query is pagecounts_all_site - In this table the page titles are not converted :)
