Do not lazy load small images

Description

Certain pages make use of tiny images e.g. the infobox of https://en.m.wikipedia.org/wiki/Syrian_Civil_War#Foreign_escalation_.28since_mid-November_2015.29
(note in this particular example these icons are in the lead so will not get lazy loaded but there may be similar icons in subsections)

It arguably makes little sense to delay loading of so we should consider not lazy loading these.
Thoughts?

This would/may introduce network contention with the HTTP requests when loading and it may hurt performance.

Until we have a production deployment and we are able to measure impact properly I wouldn't distinguish for now.

We've moved conversation to solving the design issue for now with https://phabricator.wikimedia.org/T129098
