Make it more discoverable for users to turn hovercards on after disabling

Description

There should be an enable/disable hovercard settings in a place that logged out users can find it.

User story1 : as a user who has disabled hovercards, in this screen,

I would like to toggle them on/off (in a place that makes logical sense)

Rationale:
Right now the ability to turn hovercards on or off sits in 3 places:

After removing beta, there will be no logical place to look to enable or disable hovercards. The page footer is not where most users will look

I am not sure how our caching works, but I am conscious of the fact that it relies on having the same page for all users. @BBlack @mark would creating a settings link somewhere on Wikipedia for ALL logged out users crush us? Right now, the only setting would be to turn on/off hovercards

@JKatzWMF I'm still convinced that we should work towards something like this wireframe mock, for the long-term resolution of a bunch of related issues/desires: https://phabricator.wikimedia.org/M17#pholio-mock-image-container (This just adds to the question of caching/technical-feasibility though)

Just to be clear, once the feature is enabled it wont be listed on the beta settings page.

@Jdlrobson this is supposed to address what happens when you turn off hovercards. At that point there is no settings cog, because there are not hovercards. @Nirzar has put together some mocks of what a solution might look like: https://www.mediawiki.org/wiki/Beta_Feature/Hovercards/preferences Please add feedback there if you get a chance.

Ultimately, I am thinking that while not having a good solution here is a problem, it might not be a blocker...not ready to remove it just yet.

I find this extremely unfair. whenever we consult about an improvement we come out with smallest change possible. because "change" is not preferred by many. we can't keep saying think bigger and do the smallest possible.

It all depends on how much work we want to put in this user story. we can revamp user settings or we can just change "Enable Previews" link in the footer to an icon and a better title and better position.

I can work on it more if the current options are not solving the issue.

Based on the current results from our quantitative and qualitative tests, we know that users know how to disable the feature (i.e. what the settings cog means), and use the disable at extremely low (less than 1%) rates. Thus, while this would be helpful, it will be considered for implementation in a later version of hovercards, as documented here. Marking this as stalled for the time being
