Section heading FOUC on mobile web

Description

On the mobile web interface, the horizontal rule and back-to-top icon are drawn late. When the icon is drawn, it displaces the heading text horizontally. When the rule is drawn, it pushes the text below downward. The effect is jarring:

Removing Readers-Web-Backlog and replacing it with MobileFrontend.

How come?

@ori the bug is in MobileFrontend we only using Reading Web for non-code related issues.

Seems to be off by 0.1em so I guess a rounding error. Unlikely to be fixable. Have spent last hour looking into it and doesn't seem to be anything logical. I'd rather protect the 320px + experience
