I would like to create the tag: Archcom-has-shepherd with all the appropriate color, icon ..etc for tags.
Description on tag:
This is a tag for the Archcom team to identify tasks that have a shepherd (part of their process). It will help the team parse their board. It can also help determine workload per committee member. It is only useful for the archcom committee.

If I don't hear any feedback by close of business Thursday (pacific) I will create the tag.
There already is a "Needs shepherd" column on https://phabricator.wikimedia.org/project/board/52/ hence feels inconsistent to me. (But I don't know their workflows.)
The shepherd function continues after tasks leave that column. Also you can't do a Maniphest search by column. This will give us more granularity and the ability to make dashboard elements.

Project description should provide proper links where I'd be able to find information about random terms like "Archcom team" and how that project tag is supposed to be used and by who (as Phabricator is a public place and an entry point to "learn more").
