Reassess idea of CI point person role

Description

Context was: assigning our rotating positions (deploy conductor, Scrum of Scrums attendee)

The idea: have a "CI point person". What I think we were generally thinking as the definition was: "A person that is responsive to CI issues and requests (eg config changes) from both IRC and in our Phabricator backlog".

A bit of cross-training (see https://www.mediawiki.org/wiki/Wikimedia_Release_Engineering_Team/Skill_matrix) might be needed.

Just noting: There have been thoughts around a clinic duty type practice for RelEng, maybe EngProd, maybe even in conjunction with other teams.
