MobileFrontend currently has a module mobile.editor.overlay.withtoolbar
We should aim to get this removed and if the toolbar has proved useful folded into the default wikitext editor.
If there is no A/B test running it should be removed. It has been in the codebase long enough and every day it remains in the codebase we have another variant of the editor we need to ensure we can maintain.
