Description

Currently, www portals are deployed as a submodule of mediawiki-config. It worked for starters, but now that this situation is causing T129427: beta-mediawiki-config-update-eqiad failing with merge conflict in portals, we'd better deploy it properly. I therefore propose to deploy it completely independently, which will allow us to automatically deploy latest changes to beta and manually deploy to prod.

so you'd have something like /srv/portals-staging and /srv/portals?

We would most likely have /srv/deployment/portals ... we aren't going to be adding any scap2 deployments since scap3 rollout is imminent.

+1, this should have been scap3/trebuchet from the start.
