For instance https://phabricator.wikimedia.org/r/project/mediawiki/extensions/SpellingDictionary , linked by {{WikimediaDownload}}, is a 404. Expected: redirect to https://phabricator.wikimedia.org/diffusion/ESPD/

Fixed as part of D139: Full dump of all existing callsign to repository mappings, just needs deploying.
