I think it should be reverted. Consensus gauged for such a change would not even suffice to appoint a temporary administrator and you've granted them quasi bureaucrat rights which they've not used since 2013. Unbundling rights from "classical" user groups has been done when there was a need and consensus. I fail to see both here.
I concur we should revert as the situation seems worse in 2016 than in 2013:
I let a message on their village pump, we'll see if there is a community response. If they agree or if there is no reply, we can revert it.
