Please enable the 'Importer' usergroup for ne.wikibooks? The user group should add and removed by administrator . The group exists, it just can't be added by local users. And it allows importupload - I think we should prefer the transwiki group. Did you try asking the stewards to grant the flag to users needing it instead?
If the group is already exists, may we move for the transwiki group instead of importer.
No i didn't ask any stewards because there is no any nomination for this right till date.
The correct sources will be configured with T129831, so, yes, if the concerned users ask a steward for the transwiki right, you'll get the willing result.
