If I go to https://no.wikipedia.org/wiki/Ragnar_Hovland there is a greyed out link "norsk" under other languages telling me I can translate the page from "norsk" to "norsk" (presumably bokmål to bokmål).
Hmm, we had a few bugs like this in the past, and I was pretty sure that I fixed them.
I cannot reproduce this one, but it very much depends on your local environment.
Can you please provide the following:
- Your browser version, OS
- OS locale
- Browser locale (the language of the menus)
- The preferred languages list int he browser's settings
- The "Accept Language" value that you see when you go to http://www.reliply.org/tools/requestheaders.php
- The value that you see if you run mw.uls.getFrequentLanguageList() in the browser console

Oh, that's interesting, on one of my computers I don't see the "norsk" from those pages.
Both computers are running Ubuntu 15.10 and both say
