Language icon disabled despite multiple languages

Description

  1. Go to "Toronto City Council" (English)
  2. Not that on the bottom it says "Avalible in 1 language" (see also T131080)
  3. Press that ^
  4. note that German shows up.
  5. Go back to the article.
  6. Note that the "Language icon" in the footer bar is disabled.

I'm testing on iOS 9.3.1 and Wikipedia (813). This issue has been resolved, the language icon in the footer bar works after selecting "Available..." and returning to the article.
