Android team would like additional project tags for tracking

Description

With the advent of the new Phab UI, the Android team would like to track features with project tags. This is similar to T129302 with iOS. Like iOS, these tags would take this format (or similar, if something better is suggested):

"Android-app-feature-[FEATURE-NAME]"

So, for example, a project tag might be titled

"Android-app-feature-FEEDS"

or

"Android-app-ACCESSIBILITY"

Suggestions for alternative process or naming conventions are welcome. The goal is to create these tags, and document in T103700, by Friday, April 01, 2016.

@Luke081515 "Tags" in the Phabricator-sense, not the WMF-documentation-sense. :)

They will be blue "Component" projects. Sorry for the confusion!

@Peachey88 Yea, I agree that the ALL CAPS is a bit much. It's value is that it allows the team to see the tags more clearly on the board view, since they are not only the same color as each other, but also the same color as many other tags across the organization.

No all caps please. Rest looks good. :)

@Aklapper Thanks for the input. The all caps styling was copied from T129302. Should the projects spawned by that task also reflect that?
