I'm not sure if I'm being impatient, whether this regressed, or if it never worked. All our repos should have the ordinary behavior.

If you want jenkins to test and merge in gate and submit you need to do c+2 otherwise c+2 and v+2 will merge it straight away not automatically if the build passes.
