[Bug] "Create article" button doesn't work with deactivated JS (or on slow connections until the JS module is loaded)

Description

If you load the special page with a connected wikidata item and have JS deactivated or you've a slow connection, the "Create article" button doesn't work (as long as the module finished to load). That's really confusing, as the button is there from the beginning. A workaround would be to link to the editor directly and show the title input overlay only when JS is enabled/loaded.
