Good question. At least from Content Translation home page, where there is the links "Know more about this feature", "Statistics" and "Give us feedback".
It has three links as you noted, first is info page on mediawiki.org and third is Flow discussion page where one may ask for help. Info page has link to all help documents, but that may not be obvious. What do we do with this?
Possibilities:
If the tool is apparently clear enough to be used without help, there are always users who prefer to have documentation just in case.
