Stop Babel AutoCreate until bugs are fixed

Description

Babel AutoCreate is blocked indefinitely on nearly 20 wikis due to its malfunctioning https://meta.wikimedia.org/wiki/Special:CentralAuth/Babel_AutoCreate. Please disable the bot until the bugs that causes the issues are resolved or we might end having to delete a couple of thousand more wrongly created pages in adittion to what we already have. Please see T112868

Because of the thousands of pages in need of deletion already, to avoid having to delete a thousand more.

As far as I'm aware, it's still happening. Also, if the issues were resolved, wouldn't that bug be closed already?

I just had a quick look at https://tools.wmflabs.org/quentinv57-tools/tools/globalcontribs.php?username=Babel%20AutoCreate&limit=500 but I don't see incorrectly named categories.
That bug is probably not closed because a script to delete incorrectly named categories hasn't been written; the underlying issue has been fixed.

Tested. The bug that makes creating categories for non-existant languages or bad language codes still exists, as well as T63993, T62824 and all of this. I've reblocked the bot at Meta.
