Stop Babel AutoCreate until bugs are fixed

Description

Babel AutoCreate is blocked indefinitely on nearly 20 wikis due to its malfunctioning https://meta.wikimedia.org/wiki/Special:CentralAuth/Babel_AutoCreate. Please disable the bot until the bugs that causes the issues are resolved or we might end having to delete a couple of thousand more wrongly created pages in adittion to what we already have. I just had a quick look at https://tools.wmflabs.org/quentinv57-tools/tools/globalcontribs.php?username=Babel%20AutoCreate&limit=500 but I don't see incorrectly named categories.
That bug is probably not closed because a script to delete incorrectly named categories hasn't been written; the underlying issue has been fixed.

Tested. The bug that makes creating categories for non-existant languages or bad language codes still exists, as well as T63993, T62824 and all of this. I've reblocked the bot at Meta.
