[GOAL] Roll Hovercards out on smaller wikipedia project

Description

As part of graduating the hovercards feature out of beta, we are going to start with a smaller wiki that is interested in taking the feature mostly as-is. This will allow us to measure results using a new set of tools and identify issues before rolling out on more wikis.

requirement:

  • for logged in users, hovercard settings should not change. It should only show to logged in users who already have it enabled.
