I reviewed the project site and it seems curated and managed.
They're hiring, they offer for developers an API, they seem to well understand the CC-0 implications.
Furthermore, each photographer is well identified, has an user page (here an example), so it's possible to know who is the photographer who published the photo the CC-0 license.
That's looks good to me, as far as licensing is concerned.
Community support
The requester is a trusted user on Wikimedia Commons, so that looks good too.

What are you trying to achieve with this domain whitelisted: are you going to use GWT or manually through Special:Upload?
