I requesting for the account creation limit to be removed today, April 18, 2016. I was just made aware of this processes, and I will make sure this sort of request occurs at least one week in advance for future editathons. My apologies for the last-minute notice.

@kgreeves This mean that we can't deploy any patch in week of April 18. I'll close this task as declined because April 18 was yesterday. In futher requests please notify us at least a week before you want to lift IP limit. Thanks. Another possibility is grant account creator group to someone who will lead a course and he/she will be able to create accounts with no rate limit.
And sorry for my mistake, I wrote that in week of April 25 we cannot deploy anything but correct is in week of April 18. First possibility is April 25, so that's the reason why I wrote incorrect date. Sorry.
