Document how teams (and individual) at the WMF can request TPG-related capacity enhancement requests

Description

Create a wiki page describing how someone (an individual, team, or group within the WMF) might request help from TPG.

This page should point to our available skills, and might talk about fishing vs. teaching to fish. It should explain that someone with a request should email it to Kristen, and should describe what details they should include in the request.

Completing this will achieve the milestone "Wiki page describing needs/requests" that is associated with our quarterly goal.

Event Timeline

@KLans_WMF : Did you have a plan in mind for this? Would we do a formal or informal survey? Would we just put a blank wiki page up and invite people to add their own needs? Would you pre-populate it with requests we have already received?

@ksmith No solid plan for this yet, so options are open.

@KLans_WMF : Do you want to put existing/past requests up? Or just start with a blank slate (which could be populated by requestors, or potentially by us via some kind of survey or consultation)?

Bringing into This Week because I believe @ggellerman hopes to work on it (and if not, I probably can).

@ggellerman: I reviewed the doc and made some suggestions and comments. I think @KLans_WMF should review it after you have taken a pass through to deal with my thoughts. I would like one more review pass, but I think it's just about ready.

@ksmith and @ggellerman I took a pass through, looking great! Please feel free to move ahead with this while I'm out this week, I'm perfectly happy with the general tone and content.

Back to @ggellerman for review of the new "Context" section.

We think this one is done. Grace will post on wiki and then move this to done.

Should we email TPG to give everyone a chance to review it? I assume @KLans_WMF will give it a look early next week.

Small suggestion: remove the "Context" header (but keep the paragraph).

I think this bit is a bit too strongly worded: "TPG is able to perform various functions, like meeting facilitation or Scrummastering, but when possible we would rather teach those skills to others. Our goal is to increase capacity and empowerment throughout the organization. "

Suggest the following:

"TPG is able to perform various functions, like meeting facilitation or Scrummastering, and is also able to teach those skills to others in order to increase capacity and empowerment throughout the organization."

Looks good. If we find that all prospective customers want us to do rather than teach, then we can revisit.

@KLans_WMF: How about something in between:

"TPG is able to perform various functions, like meeting facilitation or Scrummastering. When practical, we like to teach those skills to others, in order to increase capacity and empowerment throughout the organization."

@KLans_WMF: I kind of like the "Context" heading (perhaps with a different word, like background or introduction), but if you think it would be better without it, I have no objections to it being removed.

Also prefer your suggestion of "Introduction" for header.

I just made both changes, and added the full {{draft}} tag at the top. Perhaps just in time to remove it. :P
