Please Enable Extension:NewUserMessage
aslo we need it working for people from another wikis too. Thanks.

@YmKavishwar Deployed but it's not working for now, you (or a sysop at hiwikiquote) must fill some pages in MediaWiki namespace. See the following.

You can fill too (it's not necessary)

MediaWiki:Newusermessage-editor with an username which will be showed as an editor of a talk page. Default value is New user message. If this user doesn't exists on hiwikiquote, "MediaWiki default" will be used
MediaWiki:Newusermessage-signatures with signatures which will sing the welcome message
MediaWiki:Newusermessage-substitute‎ with random text (please don't use spaces or dashs (-) only, it won't work). If you'll fill this page, the template will be substituted.
