Hebrew Wikipedia abuse filter is blocking global-flow-create moves

Description

When someone wants to archive a Flow board (rename it to an archive space), different permissions are requested:

Most of the time on wikis people who have the global-flow-create right are not auto-confirmed. I had that issue today, with a request about a Flow board from he.wp.

WMF staff with global-flow-create are (iirc) @Quiddity @Catrope and me. Is it possible for us to be auto-confirmed everywhere or, if not, to have the right to move pages everywhere? Or have move included in global-flow-create?

(Put that task under SuSa's scope because they deal with staff user rights, but it may not be the most accurate.)

This actually looks like this was done in March but we never updated the task? Everyone with global flow create has move :) Let me know if you need anything else however!

I've tried to move a Flow board from a user talk page to an other on he.wp and I had an error message:

You do not have permission to move this page, for the following reason:
לא ניתן להעביר דף משתמש. לשינוי שם יש לפנות לוויקיפדיה:בקשות לשינוי שם משתמש. לעזרה כללית נא לפנות לויקיפדיה:דלפק ייעוץ. (automated translation: "You can not move a user page. To rename refer to Wikipedia: Requests to change a user name. General assistance, please contact Wikipedia: Tour advice.")

apparently, it means I don't have the right to move pages.

It looks like there are a bunch of different move rights now include "move root user pages" I assume that's what'a stopping you... I don't remember those even existing last time I looked but I'm sure they've existed longer then I think. I'll get the stewards to add to the user rights.

For the record I think likely the right answer here long term is that global renames should have a way to do this or something (or of course you shouldn't need the create right to do it). Requiring it to be done by staff is not a sustainable viable option but that's a separate discussion.

We are considering to allow sysops to do that on certain wikis.

Tried it on user talk:YamA on he.wp, who wants to archive its Flow talk page to a sub page.

Ok.... we can try to experiment a bit more and you may want to ask around on IRC. Im happy to grant whatever rights are required for you to do this but this may not be a rights issue, you have every right you should need and so we probably need to check abuse filters or oddities in global user pages, flow etc. I'm not sure what the issue is.

I need a test case (preferably a sandbox) that is confirmed still not working for a particular user.

@Quiddity Can you check if you can move https://he.wikipedia.org/wiki/%D7%A9%D7%99%D7%97%D7%AA_%D7%9E%D7%A9%D7%AA%D7%9E%D7%A9:Mattflaschen-WMF/Flow_Sandbox_2 to another subpage in my user talk space?

I will soon have global-flow-create (for testing this), which will let me both create Flow boards everywhere (i.e. test cases), and should let me test the issue itself. At that point, I should have the same global groups as Quiddity and Trizek (only global-flow-creator), so unless we have different local groups/rights on a particular wiki, it should be pretty easy to reproduce.

If you are able to move that, can you try moving https://he.wikipedia.org/wiki/%D7%A9%D7%99%D7%97%D7%AA_%D7%9E%D7%A9%D7%AA%D7%9E%D7%A9:YamA to a subpage again? That was requested above, though I don't know which subpage, so I guess add "/ארכיון זרימה 1" (you can copy from https://phabricator.wikimedia.org/diffusion/EFLW/browse/master/i18n/he.json;9528d99c36bdb933ed59db6deec37624cac2d885$434 and change %d to 1).

(Side note, both Quiddity and Trizek are (auto)confirmed on hewiki, so that is probably not related.)

I figured out what the issue was, and came up with a combination solution of adding 'autopatrol' to global-flow-create and altering the hidden filter accordingly.

@Matanya and I discussed and he changed the filter.

However, while moving back my test page, I noticed there is another one, https://he.wikipedia.org/wiki/%D7%9E%D7%99%D7%95%D7%97%D7%93:%D7%9E%D7%A1%D7%A0%D7%9F_%D7%94%D7%94%D7%A9%D7%97%D7%AA%D7%95%D7%AA/48 . @Matanya, can you make the same change to this one?

After that I need to move User talk:Mattflaschen/Test back to User talk:Mattflaschen.

This isn't very QA-able (since the filters are different in Beta Cluster and if @Etonkovidova wants to test in prod she will also need to request to be a member of the group), but I'll move it there just in case.

If it's still happening on hewiki, please reopen. If it happens elsewhere, please open a new task.

I re-checked 'move' action for Flow user talk pages in betalabs (it was on my to-do list anyway).

  • only 'Flow bot' users can move Flow boards; even when users have only 'Flow bot' rights, they can move Flow boards.
  • Abuse filter settings might affect Flow board moving. For example, there is "User self-renaming or moving user talk pages into article talk space" on production enwik (if Flow was enabled there, AbuseFilter will impact user talk Flow board moving.
  • Attempting to move Flow board that was created by Flow talk page manager on the previous wikitext pages, produces error page - should be non-issue in production (filed as T143462: [betalabs] Error page while moving User talk pages - 'BoardMover.php: Main discussion workflow not found'

(Note: I was able to move an Hewiki page today. So that should confirm it as fixed, I think?)
