Prevent PUA characters in titles (Unicode Private Use Areas)

Description

Rationale:
Someone created an entry on https://sv.wiktionary.org/wiki/%EE%80%84 (code point e004), likely believing that the character that they saw in their font was a standard character. We would like to allow only valid Unicode characters in titles.

Perhaps it would be possible to add something to either $wgLegalTitleChars or [[MediaWiki:Titleblacklist]].

Expected result:
User is prevented from creating a page with a title containing PUA characters.
