Add topic button disabled

Description

Unfortunately I can't debug this right now as I am on a mobile device but the add topic button is permanently disabled for me even after entering a description text. There is no feedback on why.

As a result I cannot add new topics to boards on mediawiki.org

I successfully made a new topic from Chrome <s>47</s>50/Android at https://m.mediawiki.org/wiki/Talk:Sandbox

[edit: my mistake, I'm on Chrome 50)

I can reproduce in Chrome 49 on Android, logged out.

2016-Q4 is actually the current quarter, because of our somewhat confusing quarter numbering system. Our fiscal years run from July to June, so this quarter (April - June 2016) is the fourth quarter of the 2015-2016 fiscal year, AKA "FY2016 Q4".
