Many tags are only useful for logs or revisions. That is why to avoid confusion and wrong use of tags it can be useful to define that tags are only allowed to be used for log entries or revisions. Perhaps, it would be useful to add possibility to restrict tags to log entries of a given type instead of log entries in general.

Can you give some examples where this would be useful? I'm struggling to picture where this might be needed, and what kinds of problems it is trying to prevent. Generally I think the permissions structure for tagging is complicated enough as it is, and overcomplicating it doesn't really help anyone.

Didn't see the answer of TTO. It isn't absolutely required, but it helps to prevent mistakes and to get an clearer interface for the relevant tags. An example where it can be useful is to mark in any kind special file versions in upload log.
