interwikidata edit should be user confirmed for wikidata edits

Description

interwikidata writes to wikidata without any ability for operator to accept or deny it. Edits should be confirmed by operator unless they are passed by -always option.

Are you sure it works this way? I use it and it asks for confirmation

It only asks for edits on any language site. But it doesn't for wikidata itself.
