Localized column titles

Description

As I proposed here, allow internationalization of column names. Headers (or column names) will be more useful for creation of graphs, and Lua modules, and column localized titles can be useful for the same purposes, but also for world-wide user's revision and update of the data.

Then, it will be better it the first tends to be alphanumeric name (without spaces), so it could be simply called like datum.buildingHeight instead of datum["building height"] (as @Yurik said).

And the second one could be "columnTitles" or simply "titles".

I also think they should be "titles" (more consise). Something like:

    { "en": "Header #1 in English", "fr": "Header #1 name in French", ...},
    { "en": "Header #2 in English", "fr": "Header #2 name in French", ...},
    ...
  ]
}

I think we will also need T134835 to have multiple pages with the same structure.
