Make developer [[User:Protnmike]] a confirmed user on Meta (cannot propose new OAuth consumers)

Hello,

Last week I met with [[User:Protnmike]] in southern Taiwan. He is an software engineer who uses Chinese Wikipedia for educational application for primary and secondary school. He has established a natural language process and search service through Chinese Wikipedia --WikiSeeker. We were discovering the potential to link his work with OAuth service. However, since he hasn't been editing Wikipedia before, he cannot apply for the OAuth Consumer service[1]. Can someone help us how to deal with this issue?

You may want to ask the stewards on Meta if they can give him the "confirmed" user permission; according to https://meta.wikimedia.org/wiki/Special:ListGroupRights OAuth Consumer proposals can be made by confirmed users.
