set up a schedulable job that runs batch dedupes with an id range & a time limit - I *think* we can still do the 2 minutes at a time type runs - but that might be inefficient as the queries are slow-ish - meaning having done a query maybe we shouldn't stop too quickly. It might be better to do longer jobs at quiet times.
