I believe this is https://github.com/pypa/pip/issues/3680 (pip freeze --requirement doesn't accept inline comments)

Please do not rebase other people changes. This will be fixed upstream quickly.

@TerraCodes, please do not remove Patch-For-Review from closed tasks. It just creates noise in developer inboxes.
