These scripts were intended to allow site meta-info to be exchanged between wikis, but this proved impractical. As per T113034, we now propose a more flexible JSON based structure, see P3044.
Once we have T135154: Maintenance script to convert between different representations of interwiki / sites info, maintenance/exportSites.php, maintenance/importSites.php, and docs/sitelist.txt should probably be dropped.

This task has been assigned to the same task owner for more than two years.
