"Start editing" popup interferes with talk page usage

Description

This "start editing" popup hampers discussion, without any benefit as the provided information isn't relevant to talk pages:

I think the popup is generated by VisualEditor, correct? Is such a popup really expected in this case? It's wrong in many ways.

The code lives in VisualEditor, yes, but is independent of which editor you use.

Talk page editing is not possible in VisualEditor anyway, so it's irrelevant whether it's independent from the editor.

Yes.

Are the objectives of this popup in Talk namespace explained somewhere? I'm interested in understanding why it was shown to me and what I was supposed to do with it as a user.

I'm not aware of any personal CSS which might affect this popup. I'm not concerned with the specific appearance though, only with the fact that a popup appears.

Looks like this popup is now harassing me on all wikis:

Clearly, whatever selection method is used to decide when to display it is broken.

How funny that in 2016 I'm "welcome" by a project to which I registered in 2005.

This looks unanswered, and reasons why a "Welcome to Outreach Wiki" popup is shown at all in 2016 to a user who started editing on Outreach Wiki in February 2009 are still unclear, as far as I can tell.

This popup is a useless "click-to-continue" annoyance when it has only one option.
