Split from the comments on T135049: Add excerpt to edit-user-talk messages
The presence of the text excerpt in Mention messages from wikitext user talk pages depends on the placement of Mention on a page/section.
- Go to a wikitext user talk page and Mention a user on a first line (either outside or inside a page section) - the mentioned user receives a notification that has a text excerpt.
- Mention a user in a middle of a paragraph - the Mention notification won't have text excerpts.
