We have some meta tasks already and bulk of the work is tracked solely via Continuous-Integration-Scaling

T114315: [keyresult] Migrate majority of CI jobs to Nodepool (part 1) , for ruby, javascript, python

T119138: [keyresult] Migrate majority of CI jobs to Nodepool (part 2) , for PHP and misc

The first will be solved pretty soon. The later is the next one to complete. I am not sure we need that task, but we can keep it anyway and mark it as blocked against the two tasks above.
