Hide pagination controls from the Notification Page when there is only one page

Description

Currently pagination controls appear (as disabled) when there is only one page of content:

In this case, we should not show the pagination controls and the label should indicate the total of notifications instead. As captured in T129363:

If there is only one page to display, the controls to move through pages won't be shown, and the header label will indicate the total of notifications with a "x notifications" label. The controls at the footer will be removed completely.
