Description

The current query discounts only Patch-For-Review, but it should discount more project tags.

You could gather the phid of a project via passing the project name at https://phabricator.wikimedia.org/conduit/method/project.query/ and exclude that phid via https://phabricator.wikimedia.org/diffusion/OPUP/browse/production/modules/phabricator/templates/project_changes.sh.erb;37277a293e54fd489a5a9c6299b568b69d2d9810$96
Other conditions could be phabricator_project.project.icon (tag, group, policy, ...) or phabricator_project.project.color (blue, pink, yellow, ...)

If this is not limited to the weekly email, what does "The current query" in your task summary refer to?
Could you clarify the scope of this task please?
(Weekly email is downstream, Phab code is upstream, hence this task might currently cover several very separate things.)
