Description

Difficult to reproduce - but happened at least couple of time. The issue was observed on the first login and on the login next day.

Have a user that starts a user session (was not logged in or active for sometime).
Cross-wiki notification collapsed box with correct count is displayed.
Extend the cross-wiki notifications - the empty placeholder is displayed.

Checked in 1.28.0-wmf.18 (and wmf.20 in test) - the issue is not present anymore. Closed as Resolved.
