Actually, the correct syntax would be:

{{GENDER:$4|He|She|The user}} has [[$1|no]] knowledge of [[$2|$3]] (or understands it with considerable difficulty).

The code using this message would have to pass the user's name as the fourth parameter.

Since that doesn't sound natural in English, I would rather suggest:

{{GENDER:$4|This user}} has [[$1|no]] knowledge of [[$2|$3]] (or understands it with considerable difficulty).

This indicates that {{GENDER:}} is available for translations, without changing the English-language text.

Hmm, https://translatewiki.net/wiki/MediaWiki:Babel-0/qqq says that username is already available as $4. So I'm not sure what problem you're reporting here…

There is no need to genderise the English message. The gender-neutral phrasing is ok.
