"$1" shows instead of username in reset password error message

Description

When resetting password for an account not on English Wikipedia, it replies back "The username $1 is not registered on this wiki, but you can reset its password on a wiki where it is."

The "$1" thing needs to be fixed.

Steps to reproduce:

  1. Go to https://en.wikipedia.org/wiki/Special:PasswordReset
  2. In the "Username:" field, enter "Username" (which does exist as a global account, yet is not linked to an account on English Wikipedia; see Special:CentralAuth/Username)
  3. Click "Reset password"

Actual result:

Expected result:

The provided username should show instead of "$1".
