Description

The "There are no notifications." message displayed when there are no notifications is a link. The link doesn't go anywhere. Per the browser default, clicking a link with an empty href value causes a page reload.

I would expect message to either not be a link, or to point to the notifications special page, or to produce another panel in the modal.
