Not yet, only a Google Doc, as ownership (Analytics, UX, Platform) timeline, and scope are not finalized yet, I can update the project on phab when a url exists.

Is Finch dead?

There's no code and no updates for nine months to tasks or wikipages and no information who's "responsible" for "Finch".
And nobody on the CC list of this task either who might be able to answer. WMF's black holes.
