For some notifications on beta, I've noticed that after changing the status, they get highlighted:
The purpose of the "unseen" highlight is to draw attention to the new notifications that the use had no idea they existed before (in order to distinguish the ones that just arrived from the rest of unread notifications). In the case of the user changing the notification status, the highlight is not needed.

Checked in betalabs - in flyout and on Special:Notifications page there is no extra blue highlighting when the status (read/unread) is changed.
