Visit https://cs.wikipedia.org/wiki/Mishovy_%C5%A0%C3%ADlenosti?action=edit as IP
Click "Přepnout do vizuálního editoru"
VisualEditor is started but IP cannot create this article

Can VE be modified so it won't be started if editor has no permission to edit/create page?
