Fix unnecessary Stub moving on scowiki

Description

When I use AWB on the Scots Wikipedia (scowiki), it wants to move Stub templates above the categories on the article. I assume it has something to do with the Stub template naming system, in which most stub templates on scowiki are named like "Template:Stub/*name*" instead of "Template:*Name*-stub"

That is common practice on both enwiki and scowiki.
